随着国家工业发展的持续推进,工业园区已经成为污染最大的来源,工业排放污染控制也成为污染防治成功与否的关键。为加快改善环境空气质量,打赢蓝天保卫战 ,国务院发布了《打赢蓝天保卫战三年行动计划》,明确要求“对开发区、 工业园区、高新区等进行集中整治,限期进行达标改造,减少工业集聚区污染”,同时要求“国家级新区、高新区、重点工业园区及港口设置环境空气质量监测站点。”
重点工业园区环境空气质量及VOCs监测监控自动监测网络(别名:工业园区大气污染物无组织排放自动监测系统或工业园区大气环境空气自动监测系统),由园区大气环境自动监测站(以下简称园区站)、园区边界大气环境自动监测站(以下简称边界站)、园区周边敏感区域大气环境自动监测站(以下简称周边站)、移动式监测站(车)(以下简称移动站)和大气环境自动采样系统(移动或固定,以下简称自动采样系统)等5类监测设施组成。重点工业园区须建设园区站和边界站。
长期监测工业园区或其他大面积污染源污染物浓度水平,采用开放光程监测技术(比如长光程DOAS)为主,点式采样分析技术(比如GC-FID或GC-MS)为辅的技术路线。
Background of the Proposal
With the continuous advancement of national industrial development, industrial parks have become the largest source of pollution, and the control of industrial emission pollution has become the key to the success of pollution prevention and control. In order to accelerate the improvement of ambient air quality and win the battle to protect the blue sky, the State Council issued the "Three-Year Action Plan for Winning the Battle to Protect the Blue Sky", which clearly requires "concentrated rectification of development zones, industrial parks, high-tech zones, etc., and carrying out standard-reaching renovations within a specified time limit to reduce pollution in industrial agglomeration areas". At the same time, it requires "setting up ambient air quality monitoring stations in national-level new areas, high-tech zones, key industrial parks, and ports."
The automatic monitoring network for ambient air quality and VOCs in key industrial parks (also known as the automatic monitoring system for fugitive emissions of atmospheric pollutants in industrial parks or the automatic monitoring system for atmospheric ambient air in industrial parks) consists of five types of monitoring facilities: the industrial park atmospheric environment automatic monitoring station (hereinafter referred to as the "park station"), the industrial park boundary atmospheric environment automatic monitoring station (hereinafter referred to as the "boundary station"), the atmospheric environment automatic monitoring station in sensitive areas surrounding the industrial park (hereinafter referred to as the "surrounding station"), the mobile monitoring station (vehicle) (hereinafter referred to as the "mobile station"), and the atmospheric environment automatic sampling system (mobile or fixed, hereinafter referred to as the "automatic sampling system"). Key industrial parks must establish the park station and the boundary station.
For long-term monitoring of pollutant concentration levels in industrial parks or other large-scale pollution sources, the technical approach primarily employs open-path monitoring technology (such as long-path DOAS) and is supplemented by point sampling analysis technology (such as GC-FID or GC-MS).
